Cleanup callbacks stored in an aggregate or appended to a cleanup collection now transfer the resource obligation. Explicit consumer contracts can also accept a callback whose returning paths release the handle, allowing cursor and resource registries to describe their ownership boundary.

A callback that merely reads the handle still reports a leak. Analyzer fixtures and source lint pass.
