fix(a11y): add a skip link, and move focus to the content on a change of page - #824

Conversation
Every authenticated page puts the header and the whole sidebar, over a hundred links, ahead of the content in the tab order: 105 Tab presses on /clients at 1440x900. Add a "Skip to main content" link as the first stop, off screen until it takes focus, and make <main> its target with id="main-content" and tabindex="-1". The link handles its own click. With <base href="/">, a bare #main-content resolves to /#main-content, so a plain anchor would leave the page. Giving main an id changes the selector axe reports for the existing scrollable-region-focusable entry in the shell baseline, so the key moves from main to #main-content. The finding itself is unchanged. Refs apache#746
After picking a sidebar link, focus stayed on that link, or dropped to the top of the document when the control that had it was destroyed. Either way the next Tab went back through the navigation. Move focus to main when the path changes. Leave it alone on the first navigation, so a fresh load still starts at the skip link; when only the query string changes, so a paginator or filter keeps its focus; and when focus is already inside main, such as a page focusing its own heading. Closes apache#746

What and why
Closes #746
Two parts, one commit each, both from the fix suggested in the issue.
1. A skip link. "Skip to main content" is now the first stop in the tab order on every
authenticated page. It stays off screen until it takes focus. Enter moves focus to
<main>, whichnow has
id="main-content"andtabindex="-1". From there the next Tab is the first control in thepage content, so it takes 2 key presses instead of 105.
The link handles its own click rather than leaving it to the browser. With
<base href="/">, a bare#main-contentresolves to/#main-content, so a plain anchor would leave the page instead ofmoving within it.
2. Focus moves to
<main>when the page changes. Without this, after picking a sidebar linkfocus stays on that link (or drops to the top of the document if the control was destroyed), and the
next Tab goes back through the navigation. Three cases are left alone on purpose:
not taken from the control the user just pressed
<main>, such asNotFoundComponentfocusing its own headingmaingets no focus ring when it takes focus as a target, because it is not a control. The string is in

main-layout.component.test.ts(first focusable element, click handling, path change, query-only change, focus already in
main).e2e/skip-link.spec.tsin the mocked project. First Tab on a fresh load lands on theskip link and it is in the viewport, Enter puts focus on
mainand the URL does not change, andAlt+C to Create Client leaves focus inside
main.mainand pass with the change.mainan id changes how axe names the existingscrollable-region-focusablefinding inaccessibility.spec.ts's shell baseline, so that key moves frommainto#main-content. Samefinding, new selector. (A keyboard user can now reach
mainthrough the skip link and scroll itwith the arrow keys, but axe only counts elements in the tab order, so it still reports it.)

I left that alone since it is not part of thischange.
