What and why

Completes the remaining Charge Refund half of #506. Refund by Cash already landed in 700bd855; this adds the charge-level correction that was still unreachable from the UI.

The loan Actions menu now offers Charge Refund when Fineract's status rules permit it and the loan has at least one collected, non-installment charge. The shared transaction form then:

• lists refundable charges and shows each charge's remaining refundable balance;
• subtracts earlier non-reversed refunds at the currency's configured precision;
• pre-fills that remaining balance while still allowing a partial refund;
• loads the available payment types;
• submits loanChargeId, transactionAmount, paymentTypeId, and an optional note under the chargeRefund command;
• uses Fineract's business date instead of presenting a client date that the backend would overwrite;
• skips the transaction template endpoint, which rejects chargeRefund.

Installment fees are deliberately excluded for now. Fineract additionally requires installmentNumber or dueDate for those charges, which is a separate selector and deserves its own change.

Review follow-up

• Rebased the branch onto current main (d563a97c) and retained the independently added contract-termination and chargeback flows while resolving the overlapping loan component changes.
• Added a command-specific route so users with CHARGEREFUND_LOAN are not incorrectly blocked by the generic UPDATE_LOAN route guard.
• Added a recorded mocked-browser flow covering menu visibility, form interaction, remaining-balance display, payment type selection, submission, and the exact request payload.

Rebased onto the latest main and added visual evidence to the PR description.

While rebasing, I also reconciled the overlapping loan changes from the recently merged contract-termination and chargeback work, then tightened this flow in four places:

• prior non-reversed charge refunds are deducted at the currency's configured precision;
• fully refunded charges are no longer offered;
• CHARGEREFUND_LOAN now reaches a command-specific route instead of being blocked by UPDATE_LOAN;
• the form no longer presents a transaction date that Fineract replaces with its business date.
