The smoke test is split into its own script and task, with the dependencies dynamically generated from the release's BOM.

Instead of blindly finding JARs when checking NOTICE and LICENSE (which would incorrectly flag the buildSrc jar, which is never published), go through a local publish first to filter out only the jars that are expected to be published, and check only them.
