Authenticate native WebRTC downloads in CI

The server dependency build fails with a 404 when downloading private native WebRTC release assets because Maven receives no authentication token. Pass NATIVE_WEBRTC_TOKEN as GITHUB_TOKEN to the server build step, matching Community CI, and fail with a clear message when the secret is missing.

The token requires Contents: read access to ant-media/native-webrtc-build; the StreamApp repository secret is now configured.

Validation: workflow YAML parsing, Bash syntax validation, and git diff --check passed. GitHub Actions will verify the authenticated download.
