- Use custom runner for guaranteed capacity
- ensure build.py failure results in job failure
- dump setup_collections container logs if the process fails
- increase setup_collections timeout
- no tty interaction

@sivel FYI, it's possible to just do shell: bash -eEuxo pipefail {0} so that it's a bit separated from the script contents... Could make it a job-default this way too.
