Validate drift history and migrate legacy deadlines; add disabled persistent CI observation, exact smoke receipts, and read-only Railway source inspection. Approved WP-562 scope extension. Keep operator alerts independent of the failed database with a fixed recipient and bounded transport; recover from failed language lookup. Parameterize the migration 048 identity query. Keep outbox events pending unless the gateway acknowledges insertion or an idempotent repeat. 90 focused offline tests passed; full smoke follows on this exact clean candidate. Детектор выпуска мог терять сроки известных расхождений, а текущие проверки останавливали аварийные отправители платежей и запрос миграции. Теперь история сохраняет старые сроки и проверяемое происхождение, состав реально выполненных тестов связан с точным кандидатом, а аварийная доставка сохраняется даже при отказе основной БД.
