Summary

agentuity dev resolves one org (project-first) and materializes it under every known org env alias (AGENTUITY_ORGID, AGENTUITY_ORG_ID, AGENTUITY_CLOUD_ORG_ID) so downstream readers agree regardless of which name they check.
Always overwrite aliases with the resolved value so a stale shell AGENTUITY_ORG_ID cannot win after project-first resolution (the remaining bug from agentuity dev injects the wrong org env #1611).
Share a single DEV_ORG_ENV_ALIASES list for both resolve (env fallback) and apply (write).

Context

Supersedes #1624 (fork PR from @VihaanAgarwal). That PR correctly started publishing under all three aliases but preserved non-blank per-alias values, which left the stale-env disagreement case open. This branch keeps the original commit and follows up with the materialize-all-aliases behavior.

Always write the resolved org to all aliases so stale shell values cannot disagree with project-first resolution. Share one alias list between resolve and apply.

fix(cli): materialize resolved dev org onto every org env alias

Always write the resolved org to all aliases so stale shell values cannot disagree with project-first resolution. Share one alias list between resolve and apply.
