Summary

Wire --skip-type-check from agentuity build --ci through nested deploy and into runBuildPipeline (~50–65s/org saved once Genesis uses a CLI with deploy support).
Skip CI bun install when bun.lock + node_modules/.bun already exist on disk or in a monorepo parent (safe fallback when deps are missing).
Allow agentuity build --ci without --url for snapshot/local-source deploys (Genesis sandbox restores source before deploy.sh runs).
Bump @agentuity/cli to 3.0.10.
