fix(skill-icons): add taskmarket-delegate glyph - #889

taskmarket-delegate (#865) shipped without an icon - catalog/skill-icons.json had no glyph, so the dashboard, docs, and website mirror all fell back to the default mark. Adds a crypto-tinted glyph (task document + delegate arrow) and regenerates docs/assets/skill-icons/taskmarket-delegate.svg + apps/dashboard/lib/skill-icons.data.ts via bin/generate-skill-icons (--check passes, 75 glyphs up to date).
