Swap GitHub-hosted runner labels for Blacksmith (2 vCPU x64, 4 vCPU for the slowest build jobs). actions/cache and setup-* caches move to Blacksmith's colocated cache with no code change.

Moves this repo's CI to Blacksmith runners (aeonfun has the Blacksmith startup deal: 50% off for 12 months + 10k free minutes a month).
runs-onswapped toblacksmith-2vcpu-ubuntu-2404; the slowest build jobs (90s+) getblacksmith-4vcpu-ubuntu-2404.github.repository_owner == '<org>' && 'blacksmith-…' || '<old label>', so forks keep running on GitHub runners. Aeon repos read the label from theAEON_RUNNERrepo variable (unset =ubuntu-24.04).actions/cacheandsetup-*caches go to Blacksmith's colocated cache automatically (25 GB/repo, same branch scoping as GitHub). The first run after merge starts cold, then main's saves warm it.Bench behind the pick: aeonfun/runner-bench (2 vCPU x64: Blacksmith 163s vs GitHub 202s on the core mix; miniaeon CI 76s vs 109s).
