Now that the v3.1.0 tag exists, bump the vcpkg overlay port to 3.1.0 and set the portfile SHA512 to the v3.1.0 source tarball.

Post-release follow-up: bump the vcpkg overlay port to 3.1.0 and set the portfile SHA512 to the verified v3.1.0 source tarball (computable only after the tag exists).
