Bump the version to 3.1.0 in CMakeLists.txt, CITATION.cff and conanfile.py, roll the CHANGELOG 'Unreleased' section into 'v3.1.0 (2026-06-17)', and point the README/user-guide FetchContent and Conan snippets at v3.1.0. v3.1.0 is a minor: all changes since v3.0.0 are additive (stubbed derived units, single-header amalgamation, readable diagnostics, precise integer time + chrono interop). The vcpkg overlay port is bumped separately once the v3.1.0 tag tarball exists.

vcpkg port SHA is refreshed in a follow-up once the v3.1.0 tag exists. Verified: 50 tests, single-header in sync,
extract_changelog.sh 3.1.0yields the release notes.
