docs: sync FUTURE_WORK with shipped v3.1 work - #33

Move the additive follow-ups (stubbed derived units, single-header amalgamation, readable dimension diagnostics, precise integer time + chrono interop) into Delivered, noting they form a non-breaking v3.1.0. Record that the generalized Absolute<Unit> was dropped, leave std::format under Next (needs a C++20 lane), and keep rational exponents / scaled storage / Eigen as later majors.

Brings the roadmap in line with what actually shipped since v3.0.0. The stubbed derived units, single-header amalgamation, readable diagnostics and precise integer time + chrono interop are now under Delivered (all additive → a v3.1.0 minor). Notes that
