Public API rate limits protect `POST /api/auth/challenge`, signed auth routes,
`POST /api/events/report`, and `GET /api/user/{wallet}/score`. If Redis is not
configured or is temporarily unavailable, the API logs a warning and allows the
request so health checks and local development are not blocked.
