dotnet10,desktop10: New verb

This PR adds dotnet10 and dotnetdesktop10 verbs, install process is same as any other modern .NET version.

Tested dotnet10 by running s&box dedicated server in container.

!!! Should this be named dotnet10 or dotnet100? It will collide with dotnet11 when .NET 11 releases 🤔

If it is allowed to name a verb dotnet11.0, I would prefer that over dotnet110.

No idea, just usual fork, commit into fork and opening PR via github web, there is also #2404 where github actions also didn't run.
