Details — description & full context

cloudflare/pages-action no longer exists on GitHub (gh api repos/cloudflare/pages-action returns 404; Cloudflare replaced it with cloudflare/wrangler-action). Any workflow using it fails at "Set up job" with: "Unable to resolve actions. Cannot access repositories 'cloudflare/pages-action'". Seen in TurboDocx/DotCom run 35857846350 (2026-09-23). Fixed in DotCom by PR TurboDocx/DotCom#283 (CR TurboDocx/DotCom#282), which is the reference implementation. The next deploy will fail until migrated.
