Made the codebase fully ty-clean by tightening typings and runtime guards across the stack.

ruff check --fix & ruff format.

Fixed an issue running examples/gradient_leakage_attacks/dlg.py.

Fixed the FedAvg aggregator so integer buffers no longer trigger Float -> Long cast errors during weighted updates.

Updated the FedAvg aggregation strategy’s aggregate_weights signature to return Optional[Dict], matching the cases where it legitimately yields None and satisfying the type checker.

ruff format.

Fixed all type checking errors from ty 0.0.1alpha24.
