fix: prevent Biome/Prettier formatter conflict in VS Code - #157

Add workspace-level language-specific formatter overrides to .vscode/settings.json declaring Biome as the default formatter for JS/TS/JSX/TSX/JSON/CSS files. Add environment validation section to biome-rules.md reference so AI agents (opencode + gentle-ai) detect and warn about formatter conflicts in the contributor's VS Code user settings before starting implementation.

Add [tailwindcss] formatter override since *.css files are associated with tailwindcss language ID in this project. Remove the Environment validation section from biome-rules.md — the workspace settings already resolve the formatter conflict, so the AI-agent warning was producing false positives.
