fix: preserve batch stream until pending submission is admitted - #52
An incoming request for stream B can overwrite last_user_stream before receiving a token. If batch 42 is still being measured on stream A, the worker then waits on B and publishes a completion report for batch 42 without waiting on A.
Move stream attribution into the successful normal-token path. A pending request keeps the previous batch's stream intact while measuring or waiting, then records its own stream after admission, including after releasing and reacquiring the context lock.
Fixes#51. Related to #21, which preserved the existing measurement sequence.
Validation
Source-linked CPU regression coverage includes the cases below. The three original attribution regressions fail on unchanged main@83b3a75 and pass with this change:
A pending switch measures the previous batch's non-default stream.
A previous default stream retains its device-wide, untimed drain.
An IDLE waiter preserves attribution until wakeup and admission, then records its new stream.
A pending different-stream request executes the RUNNING zero-token path before MEASURING; a real writer-unlock observer makes this transition deterministic. The test also rejects an injected attribution update in that zero-token branch.
On Linux ARM64 with Rust 1.94.0, cargo fmt --all -- --check, the complete bash scripts/ci.sh workflow, and local documentation-link checks passed. The worker runner passed all 87 isolated cases. CANN/DCMI are mocked in these checks; no Ascend hardware validation or performance measurement was performed for this patch.
This fixes pending-request attribution. The existing policy of tracking one last admitted stream per context/batch remains; this patch does not establish complete draining of every stream used within a multi-stream batch. No shared-memory layout or exported ABI changes are required.

Bug Fixes
Improved stream measurement consistency when requests switch streams while waiting for admission. Measurements for the previous batch remain associated with its stream, including when a device drain is needed. The requested stream takes effect only after the request is admitted to a new batch, preventing pending requests from changing how the previous batch is measured.
Update stream attribution only after successful normal-token admission so a pending switch cannot redirect the previous batch measurement. Cover non-default and default stream measurements and attribution across an IDLE wait.

Walkthrough
A pending request no longer changes the stream used to measure the active batch. The worker updates stream attribution after the request consumes a token. New worker CPU tests cover pending requests during measurement and idle waits.
wait_for_token records the request’s stream after token consumption in STATE_RUNNING. Tests check that pending requests preserve the previous batch’s stream during measurement and idle waits, including the default-stream drain case.
No concrete merge-blocking defect remains. The additional zero-token transition test would strengthen regression protection without changing current behavior.

Full details: Linked Issues check
Explanation
Issue #51 requires that a pending request does not replace the active batch stream. The worker removes the pre-admission assignment and writes last_user_stream only after try_consume_one_token() succeeds. This also applies after the wait path releases and reacquires the lock. The three added source-linked CPU regressions cover pending measurement, previous default-stream draining, and IDLE admission.

Explanation
The changes are limited to the stream-attribution fix in crates/limiter/src/worker.rs and source-linked regression tests in test/worker_cpu/src/cases.rs. The tests directly verify Issue #51 behavior. No unrelated implementation, ABI, layout, or complete multi-stream draining change is included.

A rabbit waits while tokens sleep, The prior stream’s measure stays to keep. When admission brings a ticket through, The worker records stream seven, too. Then batch reports can mark their end.

Add a RUNNING-to-MEASURING sequence that covers a zero-token pending request.
The new helper starts in MEASURING, so it never runs the tokens == 0 branch in STATE_RUNNING. A regression that sets last_user_stream in that branch would pass the new tests. Add a test where a stream 7 request waits in RUNNING with zero tokens for batch 42 (stream 6). Then switch the state to MEASURING and assert that the measured stream is 6.

Update the relevant test around the STATE_MEASURING store to first exercise a
stream 7 request in STATE_RUNNING with zero tokens pending for batch 42 on
stream 6, then transition to STATE_MEASURING and assert the measured stream is
6.

Observe the actual writer unlock in the RUNNING zero-token path before transitioning to MEASURING. Verify that the pending request still measures the previous batch stream and publishes its own stream only after admission.

The RUNNING-to-MEASURING case is covered by f5cfb6d: the test observes the actual writer unlock with zero tokens before advancing the state, checks that measurement stays on stream 6, and checks stream 7 only after admission. I reran the current branch: all 87 isolated Linux CPU/mock-CANN worker cases pass. This is not NPU hardware validation.
