Adds eligibility determination for the Illinois Home Weatherization Assistance Program (IHWAP), a federally-funded, state-administered program that provides free weatherization services to income-eligible households.

Eligibility Criteria

Income Eligibility

• Household income at or below 200% of Federal Poverty Level

Categorical Eligibility

A household automatically qualifies if any member receives:

• IL LIHEAP (within past 12 months)
• SSI (Title XVI of Social Security Act)
• TANF (Title IV of Social Security Act)
• IL AABD
• HUD housing assistance (Section 8, Public Housing)

Program Services (Not Modeled)

IHWAP provides physical weatherization services rather than cash benefits. Services include:

• Air sealing
• Attic and wall insulation
• HVAC repair or replacement
• Water heater repair or replacement
• Electric base load reduction
• Ventilation and moisture control measures

Benefit caps:

• Up to $20,000 for energy-related weatherization work
• Up to $4,000 for health and safety measures

These services are not modeled as they depend on home-specific energy audits rather than calculable household characteristics.
