Fix claim navigation, oracle refetches, and storage quota handling

Summary

• memoize OracleDataWidget so unchanged props do not rerender it
• link claim rows/cards and dashboard claim IDs to policy details with keyboard focus styles
• make local/session storage writes report failure without propagating quota errors
• add regression tests for claim navigation, memoization, and quota handling

Testing

• yarn test src/__tests__/storage.test.ts src/__tests__/ClaimHistoryTable.test.tsx src/__tests__/OracleDataWidget.test.tsx (28 passed)
• git diff --check
• Full suite/build currently fail on pre-existing unrelated test, type, and hooks-rule errors
