This pull request upgrades the Orleans framework from version 8.2.0 to 10.0.0 and migrates the solution to use Central Package Management (CPM) with the newer slnx solution format.
Changes:
- Migrated all NuGet package version management to a centralized Directory.Packages.props file
- Upgraded all Orleans packages from 8.2.0 to 10.0.0
- Upgraded KubernetesClient from 17.0.14 to 18.0.5
- Replaced the traditional .sln file with the newer .slnx format
