First PR for new LED gpio rewrite back to BaseMain

Converted LED system to use GPIO and rewrote all the animations. Adding new and more powerful ones. Full Rewrite of LED setup including webconfig side. Beginner mode gives easy setup for most users but Advanced mode allows per LED adjustments and accurate spacing for the best effects.

Looking good so far. Here's my request for changes and some bugs I've seen:

Changes:
"No input time on switch off lights" -> "Disable Lights Timeout (0 is disabled)"
"Idle special color is rainbow" -> "Rainbow" and make it so when you click "Rainbow", the idle special color selector is hidden
"Rain Matrix" is VERY slow on the idle with 1-3
Can we have certain effects that are not just 1 to 5? Is there any reason we couldn't have a % scaling for all effects?

Bugs:

Static color on Profile 2 does not show up on the buttons
Chase speeds are EXTREMELY slow or EXTREMELY fast.
Jiggle static does not do anything on idle animation?
Jiggle static two is VERY chaotic on the idle animation
Case animation speed on a new profile starts at 0/5
Case is always illuminated white while the animations are running?

Questions:

Is there a better definition for "Chase LedIndex"? I think that means start, but that would be a good clarifier
