Run the R workflows from NewGraphEnvironment/flows - #157

pkgdown.yaml, update-citation-cff.yaml: a workflow whose differences from the shared one are inputs now calls NewGraphEnvironment/flows, so a runner, a timeout or a step changes in one place. A workflow with steps of its own keeps them, with its runner named (ubuntu-24.04) and a timeout. The citation workflow now queues its runs, and each attempt regenerates CITATION.cff on a fresh main and pushes, retrying when the push is refused, so a release's quick pushes do not leave it a version behind DESCRIPTION. Summary
r-pkgdown.yamlin NewGraphEnvironment/flows.CITATION.cffupdate callsr-citation-cff.yamlin NewGraphEnvironment/flows. It queues its runs, and each attempt regenerates on a freshmainand pushes, so a release's quick pushes (merge, then date stamp) do not leaveCITATION.cffa version behindDESCRIPTION.ubuntu-24.04instead ofubuntu-latest, which is moving to Ubuntu 26.04, where some packages have built from source and some runs have stalled for an hour or more. A runner, a timeout or a step in a shared workflow now changes in one place.Test plan
