This introduces a full in-process GitHub access surface on Application, including shared installation-token caching/refresh (app.gitHubAccess), configurable access-server setup, and webhook handling with signature verification, deduplication, and async event dispatch (app.gitHubEvents). It also adds typed release webhook payload models, secret/config helpers, and a Linux-compatible HMAC verifier via swift-crypto.

The package now ships a GitHubAccessVaporTesting product with a webhook signer utility, expands docs/README with token + webhook usage, and adds a broad new test suite covering configuration, token store behavior, webhook routing/security, dispatcher behavior, and README example compilation.
