…ith the same Arrow as Python's drivers

The Java host's S1, on the same core (the structure design's "Java:
T3.11, T3.12, T3.13"):

- The API, Python's in Java's words and plain data: DuckDbSource,
  SqliteSource and PostgresSource over a java.sql.Connection;
  Schema.fromSource with FromSourceOptions, the schema's edits each a new
  schema made by the core, snapshot and checkConsistent; Table and Column;
  PredictiveQuery.materialize with MaterializeOptions; Request; SdmClient
  with ClientOptions, capabilities and predict; PredictionResult read as
  Arrow, absent and explanation; ModelEndpointException. Validation is
  internal (T3.11's review, P2 #1).
- One internal JdbcProvider: the plan's checks once, a key-set binder per
  driver (DuckDB's registered as Arrow and kept as a temporary table,
  SQLite's ingested as ADBC does, Postgres's bound as JSON text), and the
  JDBC-to-Arrow table with a column per driver (ConversionTable: DuckDB's
  own Arrow export, SQLite's ADBC type inference, Postgres's types by
  name as Python's provider reads them).
- The model transport over java.net.http, the core's bytes sent
  unchanged, retried as Python's transport retries; typed results (fix
  D); Schema.toHeld (fix A); the value formatter and the Advice spellings
  (fix B).
- The local-zone rule moves into sdm-host, asked by Python's facts.py and
  Java's HostFacts alike (T3.11's review, P2 #2); the models' capability
  table is the core's, exported through both bindings.
- The Java runner's S1 legs on each database, recorded with the Python
  runner's own capture; CI's java (<jdk>, <platform>, <database>) jobs,
  L5 for Java beside the Postgres leg, the Java tests with Postgres
  required; coverage reads a Java path's JUnit tests.
- Register: the 24 entries whose rust-host rows Java's legs share gain
  their java twins (listed for the owner), and JV-1, proposed.
