need to investigate jobs/rocoto/arch.sh and determine a failure condition on the execution of htar -- this is an issue when HPSS is down, or WCOSS network degradation occurs. would be good to notify by email if possible, too, since this is critical hands-off stuff that is being handled by-hand for now.
