Successfully ran an Alaska NWM retrospective run after moving the GEOGRID_LDASOUT_SPATIAL_METADATA_AK.nc file to {forcing_static_dir}/esmf_mesh/NWM/domain/

In addition to relocating this Alaska file, this PR also improves the data setup code by moving shared logic into the already
source'dconfig.bashrc.
