Revert this commit once the patches release declaring `availability {}`
for "GmsCore support" has propagated to users. Until then, bundles built
against the old API would keep the patch on mount installs.

Adds a per-patch
availability { installerType, apkArchitecture -> ... }DSL so patches declareENABLED/DISABLED/REQUIRED/UNAVAILABLEper install target, replacing the hardcodedGmsCore supportfilter in Manager and letting third-party patches restrict themselves to root or non-root.Related PRs:
