feat(computer-history): add recording scope controls and Reveal in Finder

Summary

• Change Computer History's Markdown action to Reveal in Finder, selecting the summary file instead of opening its default editor. Keep the existing path and regular-file validation.
• Add a Recording scope dialog with application and website allow/exclude lists, application search, and Chinese/English copy. Persist settings atomically with revision checks, apply policy before native content reads, and discard buffered events after policy changes. Rules affect future recording; existing history is retained.

Validation

• 322 Computer History recorder, policy, native fixture, and HTTP route tests passed.
• 116 frontend interaction and API client tests passed; the 42 history-page tests also passed after the final copy update.
• 14 desktop Markdown and permission IPC tests passed.
• Agent, desktop frontend, and Electron shell TypeScript checks passed; both Swift helpers passed type checking.
• Verified the scope dialog with simulated data in the browser and confirmed both controls in the running Electron development app. The native application inventory returned 93 applications.
• git diff --check passed.

Packaged-app acceptance and a live recording session with the new filters have not been performed.
