[1.21.1] Remove block type restrictions on track builder tools

Detailed description of the feature

The track builder only accepts certain blocks. This is not intuitive, and limits the builder to a specific beta aesthetic that isn't very popular these days.

I'd like to use any full, solid and opaque block that does not have an inventory as ground/tunnel blocks.
