Reverts #8141
Deprecation messages are far too wide-spread, affecting 1000s of pages across all wikis. Negatively affects user experience for all logged in users. TeamCard is currently so ubiquitous across Wikis that almost every page has this notice and there is currently no action plan to update all pages outside of a proposal to eventually bot convert TeamCard to TeamParticipants.
Considering it is legitimately impossible to manually convert 1000s of pages to TeamParticipants we shouldn't make the vast majority of pages look bad simply to notify users that we will change over to TeamParticipants fully at an unknown date.
