getPropertyValue(List,default) returns empty instead of default

Calling

getPropertyValue("propertyName",defaultList)

when there is no property of that name does not return defaultList, but returns an empty list.

This seems to be because of the Commons Configuration getList method - it does not return a null for no property found, as the other methods do.
