fix(rewards): register ModuleAccounting as a proper SDK invariant

Summary

Bug: ValidateModuleAccounting existed in invariants.go but there was no RegisterInvariants function, so the check was never registered with the SDK invariant registry. The phantom-balance condition (bank < CommunityPool) could silently accumulate without any crisis alert.

Fix: Add RegisterInvariants(ir sdk.InvariantRegistry, k Keeper) and a proper sdk.Invariant-signature wrapper ModuleAccountingInvariant.
