Julia 1.12 can lose the wakeup of the event loop thread, so builds occasionally stall at "Installing N artifacts" until the job times out (JuliaLang/julia#63173). v1.13.2 includes the fix (JuliaLang/julia#63549), which supersedes the timer workaround proposed in JuliaPackaging/BinaryBuilder.jl#1453. The manifests are re-resolved under 1.13.2, which changes the stdlib entries (Zstd_jll is now a stdlib) and the manifest format. BinaryBuilder is updated to pick up JuliaPackaging/BinaryBuilder.jl#1445: the pinned revision calls the pre-1.13 `registry_info` signature and fails when deploying or registering a JLL.

Julia 1.12 can lose the wakeup of the event loop thread, so builds occasionally stall at "Installing N artifacts" until the 5-hour job timeout (JuliaLang/julia#63173). Julia 1.13.2 includes the fix (JuliaLang/julia#63549), so this switches CI to it instead of carrying the timer workaround from JuliaPackaging/BinaryBuilder.jl#1453.
The manifests are re-resolved under 1.13.2, without upgrading packages. Most of the diff comes from the new manifest format, which records the registry of every entry, and from the 1.13 stdlibs: Zstd_jll is now a stdlib, and SHA and LibCURL are at 1.0. Pkg also writes the
[sources]entries into.ci/bb2_project/Project.tomlthat match its manifest.BinaryBuilder is updated to master to pick up JuliaPackaging/BinaryBuilder.jl#1445. The pinned revision calls the pre-1.13
registry_info(entry)signature inget_next_wrapper_version, so every registration job would have failed with aMethodError. The only other commit picked up is JuliaPackaging/BinaryBuilder.jl#1450. BinaryBuilderBase and BinaryBuilder2 already work with Pkg 1.13 and are unchanged.Tested locally with 1.13.2:
L/libpngbuilt with BB1 for x86_64-linux-gnu, aarch64-linux-musl and x86_64-w64-mingw32 with--threads 16, and--deploy=localproduced a JLL that loads. The latter fails on the previous BinaryBuilder pin.H/HelloWorldCxxbuilt with BB2 through.buildkite/build.sh..buildkite/generator.jlgenerated the pipeline for both, up to thebuildkite-agentupload.The registration path itself is only exercised after merging.
