components/dashboard/PRInsights/Highlights.timezone-boundaries.test.tsx (new)

• Test 1: Renders all 3 highlight cards with correct values in UTC timezone
• Test 2: Displays N/A and no-highlights message when all data is null
• Test 3: Correctly formats decimal time values across locale boundaries (toFixed normalization)
• Test 4: Renders PR links with correct href and target across timezone contexts
• Test 5: Handles leap year boundary date in PR title without rendering errors

Testing

• All 5 tests pass locally ✅
• vitest run passes
