data: refresh Steve Lee and long-tail score-1 sweep

Replacement refresh for #56, opened from the Codex operator fork because the original owner-branch PR is dirty and the operator cannot push SimoneMariaRomeo branches.

Scope:

• Rebase the Steve Lee score 1 -> 3 update onto current main.
• Preserve the long-tail score-1 null-result sweep updates.
• Keep the change limited to data.json and public/data.json.
• Put the two new metadata entries in metadata.update_history; no schema drift.

Validation:

• node scripts/validate-data.mjs passed: 69 developers, 50 ranked, 19 notable. It prints expected existing warnings for score-1 rows without sources.
• node scripts/check-frontend.mjs passed.
• git diff --check passed.
• data.json and public/data.json are byte-identical.
• Separate reviewer pass accepted the refresh after metadata/unicode blockers were fixed.

Limits:

• This is a refresh of the already submitted data: update Steve Lee and long-tail score-1 sweep #56 data work, not a new independent claim.
• I am not claiming fresh source re-verification for every null-result row in this PR, only that the submitted data update is rebased cleanly and structurally validates on current main.

This is a clean operator-fork rebase of #56. @lekanbams APPROVED the substance 2026-05-14; #56 went dirty after subsequent merges. #56 already closed.
