Fixes admin_reachability BFS so unrelated ambiguous branches no longer downgrade a separate clean reachable admin path. Tracks clean versus ambiguous reachability per BFS path, preserves ambiguous alternate evidence, keeps all-ambiguous reachability inconclusive, and adds focused regression coverage. Validation: focused admin/assume-role tests, scripts/check.sh, scripts/test_fast.sh, diff check, account/ARN/artifact hygiene scans.
