Refactors igc-badge to detect the presence of a slotted igc-icon via the shared slot controller, rather than using DOM querying.
Changes:
- Register a slot controller instance on the component and route slot changes through it.
- Update icon-presence detection to use
hasAssignedElements(...)for the default slot.
