upgrade to java 8

add maven plugin (synergian-repo, wagon-git) so that the fnlp-core package can be released as a jar package from the github

on the client side, the fnlp-core can be incorporated into an application as a dependency in the POM (see below example )

pack the models directory into the fnlp-core package for easy management

change the Linea.java and AbstractTagger to correct the error "file or directory not found exception" while load models from within the jar
