Steps to reproduce

$ npm run --prefix ui-web build && python3 ui-web/build.py
$ uv run raven web --stop && uv run raven web  --foreground

### Expected behavior

Successfully created one and uploading files.

### Actual behavior

Blocking knowledge base usages.

    The 402 in the screenshot came from base creation always probing the embedding endpoint. #426 (7beffb9) added embedding: false to knowledge.bases.create, so a base can now be created and take documents without reaching the endpoint; #426 names this issue in its description, but GitHub did not close it automatically. The web Knowledge page was later removed by #501 (a4af6d3), so main has no UI path that can show this error. If the page comes back through #489, its create form should keep the no-embedding choice, or an unfunded endpoint will block creation again.
