Require runtime-matchable local skills to declare explicit coder/researcher profiles and 1-12 safe trigger terms. Active local skills now participate in deterministic matching, while learned artifact lifecycle rules remain unchanged. Runtime guidance is explicitly untrusted and cannot grant permissions.
