REVIT-248060: integrate Dynamo Core 3.6.2.11365 beta and REVIT-248062: update D4R to .NET 10

@Mikhinja Notice we may bump it up to be 3.7 release because .NET10 support could be considered as new feature instead of bug fixing

@QilongTang Will update the next build, currently I don't see a 3.7 published to artifactory. Let me know when to bump up the build number.
