PR #98 refactored session-create/session-message charges off literal deductCredits calls; the #99 guard's parser found 'no charge' and fails every subsequent PR. Adds strict anchors for both shapes. Guard output: OK — 89 charged tools verified across 8 surfaces.

Overview
Extends the price drift guard so session-create and session-message stay in the charged-tools truth set after PR #98 moved them off fixed deductCredits(req, res, "<tool>", N) literals.

The script now treats both as metered tools: it regex-anchors sessionCreateCost = paid ? 0 : 5 and sessionMsgCost = paid ? 0 : applyModelCost(20, servedModel) in routes/tools/index.ts, same pattern as other variable-cost tools. Without this, the parser saw no charge for those tools and CI failed on every later PR.
