Block private destinations during MCP tool discovery.
The Node host builds the control-plane app with the production route catalog and passes it to createNodeHttpServer. A caller with mcp_servers.manage can therefore invoke POST /mcp-servers/:id/tools on the Node deployment.
discoverRemoteMcpTools checks only the URL scheme before Node's default fetch connects to the stored URL. A managed server can therefore target loopback, link-local, private, or metadata addresses. The upstream status is included in the error message, which enables blind reachability checks.
authenticatedFetch does not force manual redirects. Validate the resolved destination before each request, and disable automatic redirects or validate every redirect target.

Leaving this out of this PR on purpose:
- Only
mcp_servers.managecan call this route, and those admins already choose which URLs and headers every sandbox connects to. - A real fix has to check the resolved address on every request and redirect, pinned against DNS rebinding. Workers has no DNS API, so that belongs in an egress guard supplied by the Node host rather than a URL check in shared code. A blocklist of IP literals and hostnames is easy to get around with DNS and would only look like protection.
Happy to follow up with a host-level egress guard in a separate PR if you want one.

@hreiten Thanks for clarifying the scope. A Node-host egress guard is the right follow-up. It should validate resolved addresses, pin connections against DNS rebinding, and enforce the policy on each redirect. A hostname or IP-literal blocklist in shared code would not provide that protection.
I accept deferring this work from #2321. The control-plane egress concern remains, but I will not press for a change in this PR.
Would you like me to open a follow-up issue for the Node-host egress guard?

Learning: In ColeMurray/background-agents, POST /mcp-servers/:id/tools requires mcp_servers.manage. These administrators already configure MCP server URLs and headers for sandbox connections. For remote MCP discovery in packages/control-plane/src/mcp/tool-discovery.ts, the intended destination-security solution is an egress guard supplied by the Node host that validates resolved addresses, pins connections against DNS rebinding, and checks each request and redirect. Do not suggest a hostname or IP-literal blocklist in shared Workers/Node code as a complete fix.

[Automated Review] Strict maintainability review. Each finding below was checked against the code. The named-export issue was reproduced against a real OpenCode 1.18.29 binary, and the snapshot-restore issue was traced through the control-plane restore path. The two correctness issues (restricted servers fail open on restored pre-v75 snapshots, and repository custom tools with named exports get hidden) should be fixed before merge; the rest are structural or cleanup.

Summary
Admins can now choose which of an MCP server's tools agents may use. In Settings › MCP Servers, each server gets a Tools setting: All tools, the default, or Selected tools only.
Why. Every tool a server offers puts its name, description and input schema into every model request. A large server, for example one with ~200 tools, can fill much of the context window even when a session needs three of them. The same setting also lets an admin keep a server's destructive tools away from agents. Today the only option is all of a server or none of it.
Screenshots
Choosing tools for a remote server. Load tools lists what the server offers; this is the real DeepWiki MCP server.
Local servers. These start inside the sandbox, so their tool names are typed by hand.
Server list. Restricted servers show their tool count.
How it works
0086addsmcp_servers.tool_allowlist(JSON):NULLmeans all tools; a list means only those tools.toolAllowlist; the shared zod schema trims, dedupes and sorts names, up to 1000.getDecryptedForSession. Starting it would gain nothing, and older sandbox images never see it.toolAllowlist, and a restored snapshot runs the runtime that took it. The control plane withholds restricted servers from a launch on a runtime older than the manifest's newminimumMcpToolAllowlistGeneration, and a restore adds a session warning naming them.POST /mcp-servers/:id/toolsconnects to a saved remote server with its stored headers and returns its tools.@modelcontextprotocol/client: Streamable HTTP first, then the legacy SSE transport after a 4xx, as the spec describes.mcp_servers.manage, not read, because it makes an outbound request with the server's stored credentials. The server returned HTTP 401; check its headers), because SDK error messages can quote the response body.mcp_tool_access.py, runtime generation 75):<server>_*deny rule plus one allow rule per selected tool. OpenCode leaves denied tools out of the model request entirely. Built-in and custom tools a deny pattern would catch (Open-Inspect'smemory_*, a repository's.opencode/tool/docs_notes.js) are re-allowed. Custom tool ids come from each file's exports, listed with the image's pinnedbun(Bun.Transpiler.scan, which parses without running the file) and named as OpenCode names them:<file>and<file>_<export>. A CommonJS file, or one Bun can't parse, falls back to its file name.dontAsk, only the selectedmcp__<server>__<tool>names are allowed. Approvals add up across sources, such as amcp__docs__*rule in the session's Claude settings, so aPreToolUsehook also refuses every unselected tool of a restricted server; a hook's deny wins over any allow rule. Claude Code only drops a tool from context when a deny rule names it, so unselected tools still appear in its tool list. The docs say so.Edge cases worth a look
Both harnesses build tool names from the server and tool names, so overlapping server names are ambiguous. The rules fail closed instead of widening an allowlist:
<server>_<tool>: withdocsrestricted, an unrestricteddocs_extra'sdocs_extra_*would also matchdocs' ownextra_*tools.docs_extragets no allow rule, and the runtime logsmcp.tool_allowlist_shadowed_servers.__:mcp__docs__*, and even the baremcp__docs, also approves a restricteddocs__extra's tools. I verified this against the real CLI. ThePreToolUsehook refuses them, whiledocs' own tools keep working. The other way round, an unrestricteddocs__extranext to a restricteddocsgets no tools.my.docsandmy_docsrender to identical tool names, so they share the strictest allowlist.docsserver'ssearchtool versus asearchexport (tool or not) in.opencode/tool/docs.ts, can't be told apart by either harness, with or without this feature; that name stays allowed. A custom tool re-exported withexport * fromcan't be listed before OpenCode loads it, so it stays hidden if a deny pattern matches it. Both are documented inHOW_IT_WORKS.md.The user docs explain the overlap and suggest renaming one of the servers.
