Description

This PR establishes GitHub Actions CI workflows and updates repository governance under the approved GitFlow branching model.

Summary of Changes:

  • CI Workflows (.github/workflows/ci.yml): Added jobs for backend pytest suite, frontend Vite/TypeScript build, and Rust launcher build/test.
  • Branching Strategy (\BRANCHING_STRATEGY.md): Refined Section 7 to specify that PRs targeting \dev\ may be self-merged once required CI status checks pass, while promotion to \main\ requires separate product-owner approval.
  • Contributing & Agents Guidelines (\CONTRIBUTING.md, \AGENTS.md): Synchronized GitFlow branch rules and pull request checklist.
  • Git Ignore (.gitignore): Added \ arget/\ and \launcher/target/\ build output paths.

Verification:

  • Local git status clean
  • CI workflow validates syntax and stages

Finding #1: Copy-Item failed when destination directory missing.
Create destination explicitly and test the STAGED runtime, not source.
