Adds the Device Provisioning Service (DPS) control-plane

This PR currently branches from the merged
2026-08-31DPS surface and intentionally contains only the incrementalconnectionProfilechange requested for this pass.#45368 adds the unmerged
2026-06-01-previewAzure Device Registry linking surface and the2026-11-01stable version. After that PR merges, this branch can be rebased so2026-11-02-previewcarries forward the complete2026-06-01-preview,2026-08-31, and2026-11-01functionality while retainingconnectionProfileas its only additional field.Generated artifacts
