Build a universal Linux bundle and tag release bundle architectures

Summary

• replace the Ubuntu-specific Linux bundle flow with a single Linux bundle built from a RHEL 8-compatible base so the executable runs on RHEL 8/9 and Ubuntu 20+
• add the RHEL runtime Docker build path and update the multi-arch workflow so Linux, RHEL, and Windows artifacts publish together reliably
• rename the macOS and Windows release bundles to include their built architecture and allow workflow_dispatch uploads to refresh the tagged release assets
• update release version metadata to 1.8.3

Validation

• validated the published Linux bundle and GHCR image on RHEL 8, RHEL 9, Ubuntu 20, and Ubuntu 22 EC2 hosts
• validated the published Windows bundle on a Windows Server 2025 EC2 instance
• regenerated the macOS and Windows 1.8.3 release assets with architecture-tagged filenames
