test: add snapshot/regression tests for verify page

Changes

• Add apps/web/src/__tests__/components/verify-page.test.tsx with snapshot tests covering:
  • Idle state (initial render)
  • Error state (failed verification)
  • Success state (valid chain of custody)
  • Form accessibility attributes
• Snapshots committed to __snapshots__/verify-page.test.tsx.snap

Testing

Run pnpm test in apps/web to verify all snapshots pass.
